<div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">为落实市委办公室、市政府办公室《关于在全市开展推进“四化同步”建设、新农村建设和扶贫开发及“机关联基层、干部联群众，促科学发展、促社会和谐”工作的通知》（黄办发〔2014〕25号）有关要求，积极开展好“机关联基层、干部联群众，促科学发展、促社会和谐”工作（以下简称“双联双促”），特制定本方案。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">一、参与范围</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">公司机关各部室、全体党员干部</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">二、结对联系对象</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">公司“双联双促”活动的联系对象是黄石港区市建村社区。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">三、活动时间</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">从2014到2016年，持续三年时间。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">四、重点工作任务</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">（一）机关联基层重点工作</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">1</span><span style="font-size: 16pt">、强班子。指导和帮助社区“两委”开展工作，协助组织教育培训，增强班子整体功能。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">2</span><span style="font-size: 16pt">、强实力。帮助社区理清发展思路，破解发展难题。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">3</span><span style="font-size: 16pt">、强管理。指导社区党组织建立健全各项工作和管理制度。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">4</span><span style="font-size: 16pt">、办实事。帮助社区建设和管理好党员群众服务中心和现代远程教育接收站点，协助社区解决居民生产生活中的实际困难。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">（二）干部联群众重点工作</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">1</span><span style="font-size: 16pt">、“五访五问”：机关党员干部要深入结对社区，访基层干部、群众代表，问发展良策；访创业能手、致富大户，问致富经验；访上访户、意见户，问问题原由；访困难户、低保户，问群众疾苦；访服务对象、管理对象，问期望需求。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">2</span><span style="font-size: 16pt">、“三送一增”：公司领导班子成员和中层干部每人直接联系1个困难户，为他们送政策、送信息、送温暖、增感情。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">五、2014年工作计划</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">1</span><span style="font-size: 16pt">、与市建村社区干部座谈，了解掌握社区基本情况，针对社区实际困难，投入一定的人力财力，帮助完成科委小区改造等项目。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">2</span><span style="font-size: 16pt">、结合党的群众路线教育实践活动，派员参加社区基层组织建设活动，邀请社区“两委”班子成员和党员代表到公司参观、座谈，增进感情。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">3</span><span style="font-size: 16pt">、摸清社区生活困难的党员群众信息，组织机关党员干部通过结对帮扶的形式开展送温暖、献爱心活动。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">4</span><span style="font-size: 16pt">、组织机关志愿者进社区开展清扫保洁、创卫宣传等志愿服务活动。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">五、工作要求</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">（一）加强组织领导。</span><span style="font-size: 16pt">成立市城投公司</span><span style="font-size: 16pt">“双联双促”工作领导小组，公司党委书记、董事长黄荆国同志任组长,其他班子成员任副组长，机关各部室负责人任成员,具体工作由公司党群工作部负责组织协调和联络，其他部室予以参与配合。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">（二）提高群众工作本领。</span><span style="font-size: 16pt">“双联双促”活动要同正在开展的党的群众路线教育实践活动结合起来，动员广大党员干部深入基层、深入群众，宣传政策、兴办实事，密切同人民群众的血肉联系，提高做好群众工作的本领。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">（三）切实履行帮扶职责</span><span style="font-size: 16pt">。</span><span style="font-size: 16pt">当好基层党建“指导员”、政策信息“宣传员”、推动发展“助力员”、为民利民“服务员”和社情民意“搜理员”。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt">（四）纳入检查考核。</span><span style="font-size: 16pt">“双联双促”活动将纳入党建工作考评体系，纳入机关各部室年度目标管理考核，作为公司争创省级文明单位的重要内容，作为党员干部评先表优的重要依据。</span></div><div style="line-height: 28pt; text-indent: 32pt"><span style="font-size: 16pt"> 二O一四年六月二十三日</span></div>
